19-Year-Old Richard Andrew Parmer Fatally Hit on Frontage Road [Harlingen, TX]

Harlingen, TX (December 4, 2024) – Richard Andrew Parmer, 19, of Harlingen, was fatally hit by a vehicle on Frontage Road early Friday morning.

Investigators said Parmer was hit approximately at 2:30 and 3 a.m. between Primera Road and Wilson Road.

When officers arrived, they located the victim lying on the roadside.

Meanwhile, police are reviewing surveillance videos to identify the driver who struck and killed Parmer.
