Jamarr Young Arrested After Hit-And-Run Crash on 16th Street in Phoenix
Phoenix, AZ (June 19, 2024) – Bicyclist Rodrigo Ibarra Palma died in a hit-and-run crash on 16th Street 16th Street and Southern Avenue.
A grand jury has indicted a man for second-degree murder and five other charges after he fled a domestic violence situation, killing a bicyclist in a hit-and-run crash.
On the night of May 16, officers responded to a domestic violence call at a Phoenix residence near 16th Street and Southern Avenue.
Upon arrival, 33-year-old Jamarr Young was immediately aggressive toward officers, demanding they shoot and kill him.
Young refused to comply with police, got into his car, and sped off, hitting a police vehicle. During the chase, Young struck and killed bicyclist Rodrigo Ibarra Palma, who was crossing the road.
Young, who had a BAC of 0.138—nearly double the legal limit—did not stop after hitting Palma and was speeding at 58 mph in a 40 mph zone.
Police tracked Young’s vehicle, but his erratic driving prevented a continued pursuit. He eventually crashed near the I-10 and U.S. 60 interchange and fled on foot.
Officers caught Young after a physical altercation during which he allegedly punched and kicked officers.
Young was arrested and hospitalized with minor injuries, while one officer broke his hand, and another suffered multiple cuts and bruises.
At the time of his arrest, Young was on felony probation. He has been indicted on charges including second-degree murder, leaving the scene of a fatal accident, unlawful flight from law enforcement, aggravated assault, resisting arrest, and domestic violence assault.
Young is in custody with a cash-only bond of $500,000, and his trial is set for October 1.
