The incident happened at 4:37 a.m. on Highland Avenue near Cedar Street.
 
According to reports, 46-year-old James Gatson of San Bernardino attempted to cross Highland Avenue in a wheelchair. As Gatson crossed the road, an eastbound vehicle hit him.
