Phelan, CA (November 26, 2020) – On Tuesday, Roscoe Chadwick, a 48-year-old resident of Long Beach was struck and killed by a vehicle on Highway 138.
 
The fatal crash was reported at about 11:27 p.m. south of Dusty Lane.
 
Immediately, California Highway Patrol and emergency medical personnel responded to the scene.
 
Authorities pronounced Chadwick dead at the scene at 11:54 PM.
 
Meanwhile, the California Highway Patrol investigated the incident.
