Vehicle Plunges Over Cliff on Pacific Coast Highway

MALIBU, CA (April 7, 2019) – One 29-year-old man identified as Richard Seo from Diamond Bar, was fatally injured in a car accident on Highway 1, Sunday evening.

To begin, authorities received reports of the fatal crash around 7:37 p.m. First responders arrived just north of Deer Creek Road, about a mile south of Sycamore Cove Beach soon after.

The crash site was between Mugu Rock and Neptune’s Net restaurant. This area is also known as a landmark on the coastal highway that connects Ventura County and the Malibu area.

Seo was allegedly driving a 2008 Toyota FJ Cruiser at the time of the collision. The northbound car abruptly veered left, and subsequently crossed the southbound lanes onto the dirt shoulder, and continued down an embankment.

Moreover, officers located the Toyota about 100 feet below the roadway and in the ocean upon arrival. The paramedics were also immediately called for needed medical assistance.

Due to the impact of the collision, Seo was reportedly found unresponsive. He was later pronounced dead on scene as a result of the accident. Ventura County Fire Department also said he was the sole occupant of the vehicle.

Furthermore, PCH was closed for hours as crews conducted a difficult recovery operation. The vehicle was said to be in unstable terrain about 100 or 150 feet down a cliff.

A helicopter provided light for rescuers working at the water’s rocky edge. Incoming tides eventually submerged the Toyota.

The crash is still currently under investigation. Anyone with information is asked to call CHP’s Ventura office at 805-662-2640. No further details have been given at this time.

We send our heartfelt condolences to the family and loved ones of Richard Seo during this tragic time. May he rest in peace.
