14-Year-Old Boy Fatally Struck by Hit-and-Run Driver near Whitney Avenue, Edward John Flores Arrested

SACRAMENTO, CA (September 19, 2018) – A teenage boy was struck and killed by a hit-and-run driver on Watt Avenue, early Wednesday morning. The young victim was later identified as 14-year-old De’Sean Rowe-Manns, a freshman at Mira Loma High School.

According to the California Highway Patrol, the incident took place at about 5:00 AM near Whitney Avenue. Rowe-Manns was walking his bike in the bike lane with his friends when he was struck by an SUV.

The vehicle did not stop after the collision and continued driving with the boy on its hood. After some time, the driver exited the vehicle, carried the victim, and laid him on the front lawn of a residential home before fleeing the area.

Rowe-Manns was rushed to UC Davis Medical Center for treatment with life-threatening injuries. Unfortunately, the boy succumbed to his injuries and was pronounced dead twelve hours after the incident. A GoFundMe page was created to assist the victim’s mother with medical and funeral expenses. On November 5, 50-year-old Edward John Flores was located and arrested by CHP officers. He is facing a felony hit-and-run charge as well as a misdemeanor count of driving with a suspended license. Flores is currently being held at the main jail in lieu of $130,000 bail.

An investigation is ongoing to determine the cause of the fatal collision and to identify possible contributing factors.
