The incident occurred on September 20 at about 2:40 p.m. According to reports, a car traveling on Hayes Street and Gough Street failed to yield at a red light. Then, it struck a child riding an electric scooter.
 
After the crash, the driver fled on Hayes Street without rendering aid.
